Navigating the Experience-Based Route (EBR) in Early Years Education
The Department for Education has introduced the Experience-Based Route (EBR), a new initiative designed to support experienced early years practitioners in progressing within the sector. This non-statutory route provides an alternative way for staff to be counted in Level 3 ratios without completing a traditional Level 3 qualification. Here’s what you need to know.
Launch Date: The EBR officially begins on 3rd March 2025.
Ratio Eligibility: Staff undertaking this route can only be counted in Level 3 ratios from September 2025.
To offer the Experience-Based Route, early years settings must meet the following criteria:
Hold a ‘Good’ or ‘Outstanding’ Ofsted rating.
Ensure no more than 50% of Level 3 staff are using EBR status at any time.
Continue to follow the EYFS framework.
Practitioners interested in the EBR must meet specific eligibility requirements, including:
A full/relevant Level 2 qualification OR a Level 3+ qualification relevant to childcare (even if not full/relevant).
A minimum of one year’s experience working with children aged 0-5 in England.
A Level 2 English qualification.
The route consists of three structured stages:
Initial Assessment: Practitioners must demonstrate competency in at least 50% of Level 3 criteria to proceed.
Supervised Practice: A period of 751-900 supervised practice hours within an early years setting.
Final Assessment: Practitioners must meet 100% of Level 3 criteria to gain EBR status.
Not a Formal Qualification: EBR status is not a qualification but allows staff to be included in Level 3 ratios.
Provider-Specific: EBR status does not automatically transfer between employers.
Optional Participation: Providers are not required to implement the EBR but must comply with all regulations if they choose to.
Ongoing Inspections: Ofsted inspections will continue as usual.
